Proclamation of the RSNB-GIE

Proclaimed in Melbourne, Australia — 13 September 2025

Historical Declaration

On 13 September 2025, at the Borneo Rising Summit held in Melbourne, Australia, the Republic of Sabah North Borneo Government-in-Exile was formally proclaimed before an assembly of Sabahan diaspora leaders, legal scholars, human rights advocates, and allied organisations from across the globe.

Core Proclamation Principles

The Proclamation asserts: that the people of Sabah North Borneo are a distinct people with the inalienable right to self-determination; that the Malaysia Agreement of 1963 was entered into without the free, prior, and informed consent of the Sabahan people and is therefore void ab initio; that six decades of exploitation, marginalisation, and the suppression of Sabahan rights constitute serious violations of international law; and that the RSNB-GIE is hereby established as the legitimate political and diplomatic representative of the Sabahan people.

Commitment to Peaceful Process

The Proclamation explicitly commits the RSNB-GIE to pursuing Sabah's independence exclusively through peaceful, democratic, and lawful means. It calls upon the international community to recognise Sabah's right to self-determination and to support an internationally supervised process to allow the Sabahan people to freely express their will.
