The Charter

The Charter of the Republic of Sabah North Borneo Government-in-Exile is the founding constitutional document of the organisation. It establishes the RSNB-GIE's mission, values, governance structure, and operational principles. The Charter was adopted at the Borneo Rising Summit on 13 September 2025.

Core Institutional Principles

The Charter enshrines the following institutional principles: (1) Commitment to peaceful, democratic, and lawful means exclusively; (2) Representative governance accountable to the Sabahan community; (3) Financial transparency and independence from conflicting interests; (4) Respect for the rights and dignity of all peoples; and (5) Adherence to international law and the UN Charter.

Amendments

The Charter may be amended by a two-thirds majority of the General Assembly. Any proposed amendment must be circulated to all members at least thirty days before the General Assembly meeting at which it is to be considered. This ensures that the Charter reflects the genuine will of the membership and cannot be altered by any executive faction acting unilaterally.
